Overview

Jess is a member of HCVT’s State and Local Tax Practice, bringing over 30 years of experience to the firm. He has advised multi-billion-dollar corporations regarding their audits, assessments, and multi-state tax issues. Jess specializes in California income and tax credits, worldwide combined reporting, multi-state taxation, as well as city business licenses. Before joining HCVT, Jess ran his own business as a State & Local tax consultant and advisor to individuals, corporations, CPAs, and attorneys. Jess has also worked at the Franchise Tax Board (FTB), as well as Deloitte, where he was a member of their National Controversy Team. At Deloitte, he managed all phases of a state audit, including the preplanning to settlement negotiations with the FTB. Jess also assisted in launching and developing Crowe Horwath LLP’s State and Local Tax practice. 

Jess graduated from California State University, Fullerton with a bachelor’s in accounting. He is an Enrolled Agent with the IRS and a member of the Orange County Society of Enrolled Agents. Jess is also a lifetime member of the Association of Latino Professionals in Finance & Accounting, has been a recipient of ALPFA’s Lifetime Achievement Award, and a member of the Hispanic Scholarship Fund’s Southern California Advisory Board.
