Overview

Brett brings over 20 years of state and local tax consulting experience to his client engagements. Brett has helped large corporate and closely-held businesses optimize their tax position by claiming various tax credits. He assists clients with discretionary incentives, including employee training grants, tax increment financing agreements, relocations, and clean energy grants. He provides guidance to help clients to secure and monetize the agreements through appropriate compliance requirements. Brett also has extensive experience assisting clients with Work Opportunity Tax Credits. As a result of the passage of the CARES Act and the Consolidated Appropriations Act, Brett is addressing the complex issues associated with the Employee Retention Credits and California's response to COVID-19 economic relief. Brett is a thought leader and has published recent articles in the Journal of Multi-state Taxation and Incentives, including “Focusing the Lens on Film Credits” and “Tax Reform Impacts on Section 118.”

Before joining HCVT, Brett served as Deloitte's Credit & Incentives technical lead for state credits in California, Hawaii, Idaho, and New Mexico. In this role, he was the national resource for state credits assisting client service teams with technical questions, writing technical memoranda, signing off on various credit calculations, including R&D, investment, and employment credits, and managing audit representations. Brett holds an LL.M from Georgetown University Law Center and a Juris Doctor from Marshall-Wythe School of Law, College of William & Mary.
